Bio: Lucienne Pears serves as Vice President of Economic & Business Development for Kitson & Partners at Babcock Ranch, where she leads efforts to build a diverse, resilient and sustainable economy within one of the nation’s most innovative master-planned communities. Her work focuses on attracting employers and strategic partners, supporting existing businesses, advancing infrastructure and creating long-term opportunities that strengthen the region’s quality of life.

A resident of Southwest Florida since 2002, Lucienne began her career consulting on land-use entitlement, construction, acquisition and development projects. She transitioned to economic development in 2009, first creating Marion County’s Office of Sustainable Growth and later joining the Charlotte County Economic Development Office. Among her career accomplishments in Charlotte County, she helped advance the Charlotte County Public Schools Airframe and Powerplant (A&P) program, supported the redevelopment and sale of Murdock Village, and contributed to efforts that generated more than $2 billion in capital investment and over $3.2 million in infrastructure grant funding. Consultant Connect named her one of North America’s Top 50 Economic Developers in both 2017 and 2018, and Florida Trend recognized her as a Person to Watch.

Since joining Kitson & Partners in 2018, Lucienne has contributed as part of the team that secured $8 million in state funding for the regional hurricane evacuation center at Babcock Ranch. Her current efforts include launching the Babcock Ranch Chamber of Commerce and leading the Innovation Neighborhood design team, while continuing to cultivate partnerships that position Babcock Ranch as a living laboratory for sustainability, resilience, health and innovation. In 2026, Babcock Ranch was selected to anchor the Southwest Florida Resilience Accelerator, supporting companies developing and scaling solutions for climate adaptation, sustainable construction and resilient infrastructure.

Lucienne is also an active statewide economic development leader. She served as Chair of the Florida Economic Development Council and currently serves as Past Chair on its Executive Committee. She earned a Bachelor of Science in Urban and Regional Planning from Salisbury University, with studies encompassing environmental science and urban planning.
